The Credit Reporting Bill which was recently passed in the National Assembly following a period in a Special Committee has been assented to by President Bharrat Jagdeo and has been gazzetted into law.The President affixed his signature on June 10 just five days after the Bill was approved in the House and the gazetted copy made available this week to the public.Dr Ashni Singh at a recent forum had explained that once the legislation is enacted there will be the creation of a ‘Credit Reporting Industry’ in Guyana.He said that the new industry will establish mechanisms to allow for the sharing of credit information. “It will be what is widely known as a Credit Bureau.”The Minister emphasised that the sharing of credit information will be done whilst ensuring that the rights of the borrowers are protected at all times.The legislation was drafted with the help of bankers and other relevant stakeholders on the modalities of establishing such a bureau.Dr. Singh had at the time also pointed to another piece of legislation that deals with e-commerce.He pointed out that this is aimed at establishing a legal framework to facilitate the growth of the activity.E-commerce consists or entails the buying and selling of products or services over electronic systems, such as the Internet and other computer networks.The amount of trade conducted electronically has grown extraordinarily since the spread of the Internet.A wide variety of commerce is conducted in this way, spurring and drawing on innovations in electronic funds transfer,Jerseys NFL Wholesale, supply chain management, Internet marketing,NFL Jerseys Wholesale, online transaction processing, electronic data interchange (EDI),Cheap NFL Jerseys China Wholesale, inventory management systems, and automated data collection systems.The Minister explained that given the recent growth in the trend,NFL Jerseys From China, there was need for protection for each party involved in electronic transactions,Wholesale NFL Jerseys Online, “especially in the context of the move toward the use of electronic banking, telephone banking,China Jerseys NFL, and similar services.”During the final debate in the National Assembly on the Bill, People’s National Congress Reform (PNCR) Member of Parliament Africo Selman said her party recognised the importance of having a credit report, which she noted is a feature of most developed countries.In the context of Guyana, Selman stated that one would have to consider this country’s ‘limited’ economic base and consequently she said mechanisms should be put in place to prevent loopholes where the breaching of confidentiality of credit information is concerned. Selman stated that the PNCR “will have to hold its word as the law is implemented.”Alliance For Change MP David Patterson said his party also supported the passing of the legislation.He added that the party recognises that it is “work in progress and at certain times we have to ensure that certain areas are revisited.”In supporting the bill, Patterson said the AFC did so with the hope that “in time when the facility is up and running, the ordinary persons would not have to seek guarantors when undertaking hire purchases”.Patterson stated that the legislation would particularly be beneficial to students seeking loans.
