Our Caribbean: A Gathering of Lesbian and Gay Writing from the AntillesBy Dr Glenville AshbyInjecting religious rhetoric into a culture steeped in unbridled machismo is tantamount to adding fuel to an already waging fire.In sociological terms, a poisonous and intolerant scenario has bedeviled the gay and lesbian community in the Caribbean.That some island turfs are notorious for gay bashing, verbally and physically, is no secret.The International Gay and Lesbian Travel Association has sharply criticized policies and attitudes in the Cayman Islands and Jamaica, in particular.Our Caribbean: A gathering of Lesbian and Gay Writing from the Antilles addresses this human rights issue with clarity and salience. It is an unapologetic study of a contentious social problem through the prism of some of the region’s finest thinkers.Overwhelmingly academic and annotated, it examines the social forces that have contributed to the virulent attitude toward selected individuals, so marked because of their sexuality. Old customs die hard, and social spasm will increase as the “gay question” moves to the front burner, if ever.Our Caribbean is an eclectic compendium of abstract poetry, artistic tales and academic commentaries. Each story is instructive, poignant and pedagogical in depth and scope. These literary activists bang against walls that have imprisoned them from the rest of the community.The contribution of Wesley Chrichlow is near faultless. In his “Charting a Buller Man’s Trinidadian Past,” he chronicles his life as a young man nurtured in an anti-gay climate.He employs the socio-cultural theories of notable luminaries – W.E.B Dubois, Henry Louis Gates and Marlon Riggs; and notable gay writer, Audre Lorde.In many ways, Chrichlow’s work is the anchor of this seminal undertaking. It encapsulates the writers’ resentments and frustration in a hostile world.He offers a disturbing portrait – a psychological and sociological overview of life as a gay youth. It is a binary existence – one of near paranoia which he calls, “double consciousness,” or looking at one self through the eyes of others.Chrichlow’s pain is piercing and palpable. In a struggle so grave, he questions the role of the clownish homosexual – the queer – the village fool, known for gossip and comedic flair.He recalls ‘playing his cards right,’ if only to mask his true feelings. “During my teenage life, in an effort to temporarily secure my masculinity…I participated in events such as stealing ( sugar cane, cocoa,Cheap NFL Jerseys Authentic, mangoes…) breaking bottles with slingshots or stones…, engaging in physical fights, and “hanging out on the block” with the boys late at night.” He even cavorted with women to probe his sexuality. Heterosexuals are scrutinised, even subjected to reverse ‘discrimination.’ This is best exemplified in Cuesta’s work where she describes male attentiveness as suspicious.She writes of her experience building a small house with her partner: “Young men blossomed from every corner, handsome, very strong…..macho, probably promiscuous, probably abusers too.”? –?? ?Maintains there were no major irregularities The Carter Centre yesterday issued a comprehensive preliminary statement which focused on the May 11 General and Regional Elections and measures to ensure smoother future elections even as it maintained that there were no “major” irregularities.In that statement, the Centre called for reform of the elections commission, campaign financing laws and urged political parties in Guyana to reevaluate their structures as their leaders appear out of touch with Guyanese.The Centre also highlighted aspects of the voting process that were commendable as well as those which need improvements.In the area of voting, it was determined that there were no “major” irregularities, polling staff at stations observed were well-trained, and voting progressed with very few technical errors and in a manner that protected the integrity of the vote.As it zeroed in on the counting process, the Carter Centre said that its observers reported that ballot reconciliation and the completion of Statements of Polls (SoPs) generally adhered to procedures in polling stations visited, and party agents and citizen observers were invited to sign and receive copies of the results. However, the atmosphere during the counting period became anxious in some areas of the country, and several incidents were reported in Georgetown, where crowds gathered around polling stations, which contributed to a delay in the transfer of some electoral materials and processing of results.The Guyana Elections Commission (GECOM) and the police coordinated a response to facilitate the transfer of materials.RECOMMENDATIONS TO GECOMIn its recommendations to the GECOM, the Centre urged that complete data be made available as quickly as possible regarding results at the polling-station level.“This is a recognized international best practice that can enhance public confidence in the process and its outcome.”The observer mission also said that GECOM should seek to build confidence in the voters’ list.It suggested that GECOM, the registrar, and other departments of the government of Guyana should exchange accurate and complete information that will enable removal of the deceased from the voters’ list.? Also, GECOM was advised that it should take steps to allow an independent audit of the voters’ list.With regards to the tabulation process, the Carter Centre said that while it is thorough, the slow pace of the process creates a vacuum of information that fuels suspicion and mistrust.“Guyana should consider a full review of tabulation procedures, possibly including steps such as a double-blind data-entry system to enhance accuracy and confidence. Improved tabulation procedures and timely dissemination of information will increase trust in the overall process.”The observer mission said that future elections in Guyana should see improved accessibility for voters with disabilities, as many polling stations are difficult for voters with disabilities to access, requiring persons to navigate stairs, bridges, or narrow passageways.The Centre also said that GECOM should seek to ensure that citizens can cast their ballot in a neutral environment and move away from using private properties as polling stations.In addition, it was noted that GECOM needs to review its policy on access to information and on the openness of GECOM commissioners’ meetings.“Ideally these should be open to media and observers. In any case, agendas should be published well in advance and decisions should be made public.”RECOMMENDATIONS TO THE GOVERNMENTThe Carter Centre also made a number of recommendations to the government. This move by the Town Clerk (Ag) resulted in a buildup of garbage in several parts of the city.Describing that action by the Town Clerk as “penny wise and pound foolish” the Mayor proposed to the Council that “the most sensible thing to do is to mobilize all the capacity available in the city,” to deal with the growing garbage situation.“The actions of Town Clerk were premature but what is also worrisome to us as is expected, is that certain agencies within the Central Government have come to the aid of the Town Clerk. Police Commander Eric Bassant of the Guyana Police Force ‘D’ Division, located in Region Three unveiled the division’s Christmas Action Plan. This will see an increase in community and neighbourhood policing in the region to tackle crime and traffic congestion.Commander Bassant, at a recent press briefing at the Leonora Police Station, West Coast Demerara, said that for their Action Plan to work effectively, they must get the support from the business community and the populace.Commander of the D division Eric BassantAccording to Deputy Commander Clifton Hicken who was present at the briefing, “The whole operation modus for the division during this Christmas period is one that is conducive for partnership.“We ask the members of the public to come on board…This is the time where partnership is of utmost importance to the police force since we are going through a strategic reform and one of the key priority goals happens to be partnership.”According to the Commander there is a “crime analysis policy report which we receive every month, it gives an overview of the measures of performance for the month whether there is a drop or increase in certain categories of crimes,” this report he states is used in collaboration with their findings.He explained,Cheap Jerseys Supply, “During 2012, we had an overall report of 245 instances dealing with crime, while we have a slight increase of 266 in 2013.”?
