Guyana’s Ambassador to Caricom and Director General of the Ministry of Foreign Affairs, Elisabeth Harper yesterday sought to explain the circumstances surrounding the appointment of an Indian National, Dr. Ajeenka DY Patil as Honorary Consul for Guyana.According to Harper “anyone” could be an Honorary Consul once the person is a resident in the country.
