By Abena RockcliffeWhile A Partnership for National Unity (APNU)’s Debra Backer is impressed by the performance of this year’s Caribbean Secondary Education Certificate (CSEC) standout students, the seasoned politician noted that she is extensively worried about those that are slipping through the proverbial cracks.During an interview with Kaieteur News on Friday, Backer indicated that she salutes the students that did exceptionally well but noted that “just like with Amaila, we want a complete disclosure; we need to look at every aspect of the CSEC results. I mean when you hear students getting 20 subjects, it is understood that these children have to be off the top, more than brilliant; therefore, we (the APNU) commend them. However, our greater concern is the average passes for the course subjects.”APNU executive member, Debra BackerBacker highlighted the fact that Mathematics continues to be dismal and said that that needs to change.According to official Ministry of Education statistics,NHL Jerseys Authentic, passes for Mathematics this year were recorded at 28.92 percent representing a decrease from last year’s 29.69 percent pass rate.Minister of Education Priya Manickchand,Wholesale Football Jerseys, as she announced this year’s results, disclosed that in Mathematics, there was a slight decline in the Grades One to Three passes; from 30.35 percent in 2011 and 29.69 percent in 2012 to 28.92 percent in 2013.On Friday,Wholesale Jerseys China, Backer admitted that failure in Mathematic at the CSEC level is a Caribbean problem.? The attorney-at-law added that it is a problem which the Guyana government insists that it’s doing enough to address.? Backer said however opined that one of the things that the government needs to do is increase teachers’ salaries, “They must understand that they have to pay teachers more.”Going back to the particulars of the results, Backer said “There is a saying that the weight of the lobster is in its tail. The lobster is very thin up top but the tail is big.” The attorney-at-law used that adage to press home the fact that the overall countrywide performance weren’t excellent as there are areas where “we really fell down.”She added that APNU’s concern is how many of the children really did make it and how many passed five subjects securing grades one to three.Backer repeatedly lamented that lots of students are “falling through the cracks”. She said that it is the same thing happening at the grade six levels (previously referred to as Common Entrance). “You see these very high marks but more than half of those students get less than 20 or 30 percent of the total marks and that’s where our concern lies.”The APNU Member of Parliament said that for some years now, Guyana has been topping the Caribbean at the CSEC and CAPE levels “and everybody is shouting ‘yay.”She said however, that the state of affairs across most of the Caribbean,Nike Air Force One Shoes For Sale, especially Jamaica and Barbados, is that a student cannot sit more than 10 subjects unless given special permission to do so.Backer rationalized that “the person in Jamaica who is in fifth form is still running track and field, is still in the debating competition,NCAA Basketball Jerseys, and is still going to music lessons. But in Guyana, the children leave home when it is bright and they come back when it’s dark.”The lawyer asserted that other countries found that a more rounded curriculum is needed. The attorney at law asserted that education is not just about attaining “20 or 18 (CSEC) subjects, there must be interaction,Wholesale Football Jerseys, socialization, street values; it about being able to rationalize and being able to reason in order to avoid resorting to violence. We have to review what education is. English literature is not about memorizing the Merchant of Venice, which was written in the 16 century; to me the critical aspect of literature is to be able to read, to rationalize and to basically comprehend. We have to go back to the drawing board. Is education just robotically doing Mathematics or English or is education the absolute capacity to reason, interface and be rounded citizens. In America when you go to the higher University they want to know if you are in the Red Cross, the boy scouts or girl guides.”Backer told Kaieteur News that she is by no means putting all the blame on the government given that she has identified that these issues are too big for the government. She said however, that for things to get better there must first be recognition by the government that the aforementioned is a “fact.”Backer noted that “It’s not that they (the government) are i

– “the private sector has to get this thing up and running” – Minister of Home Affairs?Home Affairs Minister Clement Rohee is unhappy with the non-implementation of the Crime Stoppers Programme in Guyana. The programme has remained at a standstill long after it was introduced during the tenure of Gail Teixiera as Home Affairs Minister at the height of the crime wave of 2002-2006.Apart from a few consultations hosted by Minister Rohee since he took over the Ministry, nothing much has happened with regards to the implementation of the programme.“It hasn’t gone anywhere since I last spoke on it. I have been working…to get this crime stoppers thing off the ground but it is not happening,” Rohee said. The much anticipated Crime Stoppers Programme to aid the local security system was to be launched in August after the local steering committee had been able to meet the necessary requirements for the launching of the programme.“The last report I received from our steering committee is that they are on track to meet the August deadline. All things that were requested also from the other committees have been met…A local representative is scheduled to meet with the regional representative soon in Trinidad and Tobago,” Minister of Home Affairs Clement Rohee had said a few months ago.The steering committee is tasked with examining the functions and characteristics of Crime Stoppers International and to advise on the appropriate date for the programme’s launch in Guyana. The committee has also held discussions with the Guyana Telephone and Telegraph Company (GT&T) for the provision of special lines to support the programme.Speaking to reporters yesterday, Rohee said that his Ministry has been in touch with the person responsible for coordinating the programme in the Caribbean. He is based in Bermuda.“There was a fellow in Trinidad who was responsible for ensuring that the Crime Stoppers Programme in Guyana gets off the ground. I think he eventually left because the Crime Stoppers Programme around the world is mainly private-sector driven; it’s not a government programme,” Rohee explained. He said that he has done as much as he could to get the programme started, but he is not prepared to launch it as a government programme since he said it would be against the principles of Crime Stoppers.“The private sector has to get this thing up and running. I appreciate the efforts that they have made so far…we have done everything so far, legally speaking. We have registered it,Wholesale NFL Jerseys, drew up a constitution, do all the things that are to be done according to the rules and regulations of Crime Stoppers,Kurt Warner Cardinals Throwback Jersey,” Rohee explained. He said that what needs to be done now is getting the telephone system to facilitate the programme.According to the Minister, under the programme Guyana, as far as he understands it,Cheap Jerseys, is supposed to be working through a telephone facility in Jamaica where a 1-800 number is to be used.He said that while Guyana was being encouraged to work through a 1-800 system in the United States that has proved to be very expensive.“The call has to be routed through a 1-800 number through Jamaica and then routed back to Guyana so as to prevent detection of where the call is coming from. I understand that the 1-800 number in Jamaica is not yet up and running. Hopefully it will be up and running in the coming year. I think that is the major holdup,” the Home Affairs Minister said. When implemented, Guyana will join other Caribbean countries in implementing the Crime Stoppers Programme to combat crime through effective collaboration among the community,Air Max 97 Undefeated For Sale, the media and the police. The programme facilitates the passage of information regarding criminal activity from citizens to the police based on anonymity, and it has been successful in reducing and preventing crime worldwide. It works on three components: the community, the media and the police, with the residents forming the foundation. The media’s role is to assist in highlighting unsolved crimes and it can also regularly promote the special Crime Stoppers telephone numbers. There are about 1,200 Crime Stoppers programmes in 20 countries, including the United States,Nike Air Force One Shoes For Sale, Australia, South Africa, Canada,Gordon Hayward Jersey, the United Kingdom, Barbados and Trinidad and Tobago. How does it work?If you witness or know about a crime, a 1-800 toll-free number will be made available for you to call. You will never be requ
