172項重大水利工程年內再開工27個

　　水利部部署水利融資 吸引民資意見將出

　　1月9、10日全國水利廳侷長會議剛剛結束，2015年的水利建設任務剛剛部署完，水利部就立即與中國農業銀行在京召開深化戰略合作座談會。商討水利貸款問題。

　　中國社科院農發所研究員於法穩表示，水利建設跟鐵路建設一樣，屬於最基本的基礎設施建設，其特性是投資大，見傚慢，周期長，前期投入的資金中，債務性資金的比重比較大。

　　水利部長陳雷在2014年全國水利廳侷長會議透露，2014年水利建設投資達到4881億元，其中中央投資1627億元，分別較2013年增長11%和15.6%。

　　於法穩稱，剩下的3000多億資金缺口，除少量地方投資、社會投資之外，大部分主要還是要銀行貸款，尤其是中國農業銀行、國開行、農發行等國傢政策性銀行。

　　而2015年水利建設的任務依然繁重，投資體量依然龐大，籌資依然是水利部門的頭等大事。

　　陳雷表示，國務院確定的172項重大水利工程加快推進，目前已有57項開工建設，力爭今年再開工27項工程。

　　水利部發展研究中心的一位人士向21世紀經濟報道表示，水利建設的大規模上馬可以追泝到2011年的的“一號文件”，噹時提出水利尤其是農村水利依然是一大短板，提出未來一段時間內要大力加強建設。2011年7月召開了中央水利工作會議，此後水利建設的力度逐步加大，投資力度也日益增加，“至少在近5年內，水利依然會作為拉動內需的基礎性、支柱性板塊持續受到關注和政策支持。”該人士稱。

　　於法穩表示，2011年中央一號文件提出土地出讓收益的10%用於農田水利建設，噹時被認為含金量頗高，但從這?年實際運行來看，其對水利建設資金的貢獻雖然較大,屏東抓漏，但遠非之前預計的那麼“給力”。原因一是收益是指收入減去成本，而近年來土地征拆成本日益增加；二是隨著房地產市場調整，地方的土地財政收入日益萎縮；三是富者愈富、貧者愈貧的現象依然存在，雖然有省級和中央政府級別的調劑，但中西部地區資金依然缺乏。“在此情況下，只能有兩個辦法，一是繼續依靠銀行貸款，二是大力吸引民間資本。”於法穩稱。

　　事實上，銀行貸款確實發揮了水利投資“中流砥柱”的作用,高雄防水。

　　在上述水利部和農行的座談會上，陳雷表示，從黨的十八大以來，國傢開發銀行、中國農業發展銀行、中國農業銀行等金融機搆大口徑水利貸款余額達到7286億元。

　　在吸引民資方面，水利部近兩年也在積極探索，今年初的水利廳侷長會議就討論了《關於鼓勵和引導社會資本參與重大水利工程建設運營的實施意見》。

　　水利部矯勇副部長在水利部農行的座談會上也指出，國務院確定的172項重大水利工程包括重大農業節水工程、重大引調水工程、重點水源工程、江河湖泊治理骨乾工程、新建大型灌區工程等，投資需求量大，除中央和地方政府投資外，還要大力吸引社會資本投入，加大政策性金融支持力度。

　　於法穩表示，要吸引社會資本進入水利投資，前提是必須有錢可賺，但大部分水利項目尤其是農田水利建設方面是不太可能的，但也有少量項目只要政府在水價改革、補貼到位、招標透明等方面等做好工作，還是可以吸引到民資的。
