The People’s National Congress Reform (PNCR) yesterday told the press that the government could run but it would not be able to hide. The party was commenting on the torture allegations made against the Joint Services over the recent months.According to party leader Robert Corbin, the refusal of the People’s Progressive Party/Civic to debate the PNCR motion on torture, which was tabled by Aubrey Norton in Parliament, has once again demonstrated its unwillingness to seriously examine and investigate the allegations of torture made against the Joint Services in Guyana.Mr Corbin told the media, yesterday, that it was evident that the government seems bent on ensuring that the Motion on Torture becomes obsolete, by creating the conditions that would ensure a natural and continual deferral of the debate.He said that the government had indicated prior to the recess that the PNCR motion on torture would be debated at the first sitting of the National Assembly following the Parliamentary recess of 2008.That recess ended on October 10. Jagdeo and the PPP will be made to account.”When the torture motion came up in the National Assembly, there was the belief that the report emanating from the investigations would also be made public.For several months now, the long-awaited report into the investigations of torture by the Joint Services has been kept secret, despite its completion.The motion also calls for the government to honour its treaty obligations under Article 10 of the United Nations Convention Against Torture and Other Cruel, Inhuman and Degrading Treatment or Punishment by ensuring that public officials are made aware that all forms of torture are prohibited.Another aspect of the motion that Norton is pushing also seeks to ensure that any individual who alleges he/she has been subjected to torture has the right to complain to, and to have his case promptly and impartially examined by competent authorities.” The motion also seeks to compensate those persons found to have been tortured.Recently, during a press briefing, Norton charged that if the report was not released soon, his party would release the names of two officers from the Military Investigations Department, who are allegedly implicated in the report.The party executive insisted that the Administration has adamantly refused to publish the report on torture, which is based on investigations conducted by the Guyana Defence Force (GDF).He noted that the PNCR has held, and continues to hold, the view that the Administration is reluctant to release the report,NFL Jerseys China, because it fingers members of the army who are reportedly close to the administration.“However, the names of the officers concerned are well known,Stitched Jerseys, and in one particular instance have been placed in the public domain.”When asked why he was reluctant to release the names, Norton said that he wanted to give the relevant authority the opportunity to uphold its end of the undertaking.The GDF has reported publicly that it has handed in its report to the Defence Board.
