“Traditionally,China NFL Jerseys, ranks that performed above and beyond the call of duty were discreetly rewarded” – TrotmanThe Government has set a bad precedent in offering a public bounty to members of the Joint Services for the killing or apprehension of high profile criminals or suspects. This is according to leader of the Alliance For Change, Raphael Trotman, who said that, traditionally, ranks that performed above and beyond the call of duty were discreetly rewarded, and were not allowed to share in a public bounty. This, Trotman said, would see ranks competing with civilians for bounty. He posited that when the ranks are not paid, as in the case of the ranks involved in the Neil Bovell fiasco,Wholesale NBA Jerseys China, the lack of morale and motivation to carry out their mandate would obviously evolve. This is obviously the case when the ranks are expressing frustration and lack of motivation at not receiving the promised money. The ranks involved in the killing of Rondell Rawlins are now uneasy and unclear whether the $50M that was approved in the National Assembly will ever reach their pockets. The National Assembly recently approved $50M for payment of reward,NFL Jerseys Authentic China, wherein $20M will be turned over to the Police Force and another $20M to the GDF, while the remaining $10M will be tuned over to the Defence Board for payment to a civilian.Recently, members of the police force involved in the operation that nabbed Bovell expressed an obvious lack of motivation,Cheap Jerseys Wholesale, given that they had not received the promised bounty. It’s been almost two years since Bovell’s reign of terror ended on the West Bank of Demerara, and to date the ranks who risked their lives to kill him have not received a penny of the promised reward of $3M.This newspaper also understands that the person who provided the tip had indicated that he was not interested in the reward. But, according to one of the 10 ranks who were on the Bovell operation, apart from the annual police reward, no mention is being made about the Government reward that was offered for the capture or killing of the late fugitive.“We went on that operation even without vests and we could have lost our lives. They ain’t telling we nothing about de money,” the rank said.On December 27, 2006, the three-year manhunt for Bovell ended when he was gunned down by the police at Inner Stanleytown, West Bank Demerara. The ex-cop was riddled with bullets as he fled from his father’s house in an attempt to seek refuge in a thickly vegetated area nearby. The police had received a call from someone in the area that Bovell was at his father’s house. A senior rank and a party of policemen responded in an unmarked car.Upon seeing the ranks, Bovell, who was reportedly preparing to cook a meal,Cheap Jerseys, made a dash for freedom, but by then the ranks had managed to surround the area.Bovell led the ranks on a dramatic chase through a muddy track, dodging bullets. He managed to flee as far as a few lots away,Cheap NBA Store, but was eventually cornered and killed.Bovell’s father is currently before the courts charged with harbouring a fugitive.

– Dr Zulfikar Bux explainsOur roadways are becoming more saturated with vehicles. There are more errant drivers with less road space to maneuver and unfortunately,Blake Swihart Jersey, there are drunk drivers out there. Lives are lost or changed daily because of motor vehicle collisions on our thoroughfares. On any given day, there is a patient in the emergency room who was a victim of such a collision. In 2014,Alexander Nylander Jersey, there was a 30% increase in road fatalities from the previous year. This is very unfortunate but it is the reality. If you are reading this article, then chances are you may have witnessed a motor vehicle collision (MVC) or were at the scene of one. If the scenario comes up that you are at the scene of a motor vehicle collision, would you know what to do?In the event that you do witness a MVC the following steps may help you deliver emergency first responder care to the victim(s).Dr. Zulfikar BuxENSURE THE SCENE IS SAFEAs much as you may want to render assistance, it is imperative that you ensure that the scene of the MVC is safe for you to enter. Ensuring there aren’t fuel leaks, impending explosions, exposed electrical wires,NCAA Baseball Jerseys, spilled dangerous chemicals etc. may be the difference between you becoming a victim instead of a rescuer. Once the scene is safe for you,Nike Atlanta Hawks Authentic Jerseys, ensure you safely retrieve the victim and bring them to a safer scene also.CALL FOR HELPGetting assistance will be vital in performing a rescue. Two hands are better than one, utilizing the help that is available is very vital in an emergency setting. The most experienced person at the scene should try to be hands off if possible and direct the proceedings. Giving others tasks and ensuring they’re completed in a safe and timely manner is very important in these emergency settings. It is important that a call be placed to the available public emergency services; 911- police, 912- fire, 913- ambulance. I am optimistic that we should be able to merge these numbers into one in the future, so that members of the public can activate all with one call.CHECK FOR RESPONSIVENESSLives are lost or changed daily because of motor vehicle collisions on our thoroughfaresAll the victims of the MVC should be checked for responsiveness. Unfortunately, research has shown that victims of trauma who are unresponsive and not breathing have a low chance of survival. What this means is that attention should be given to those that are breathing first. Victims that can talk and walk should be guided to a safe retrieval area.PERFORM CPRThe intention of this article is to not teach CPR, but if you are CPR-trained and victims are in need of CPR,Brian Poole Falcons Jersey UK, then you should assist or direct the delivery of same. Stabilizing the victim’s neck to prevent unnecessary movements,Cheap Adidas Hockey Jerseys, compressing and wrapping all bleeding wounds, and ensuring the victim lies on a flat surface with his/her limbs close to their body, are some of the interventions that can be done by anyone to assist in medical care.TRANSPORT THE PATIENT IN A TIMELY MANNERThe victim should be transported to the nearest Hospital in a safe but efficient manner. If there are emergency-trained personnel available to transport the patient, then let them take over the scene. All patients should be transported lying flat but towards their left or right side if possible. By lying sideways, these patients can vomit and not choke on it.HAND OVER OF THE PATIENT AT THE HOSPITALIt is important that you educate medical personnel at the Hospital about the events of the accident and what you may know about the patient. Do not leave without doing this. Your information may be the most vital piece of the patient care that the Doctors or Nurses may have to begin with. Ensure you give your contact information before you leave.By doing these actions in the expressed sequence may be the difference between life and death. Being able to save a life is quite possibly the greatest gift you can ever give someone. So read and be prepared if you are ever called upon.(Dr Zulfikar Bux is an Assistant Professor of Emergency Medicine at the Vanderbilt University and Medical Center and holds the position of Head of the Georgetown Public Hospital’s Accident and Emergency Department.)

It was well past noon and the group had already been huddled 80 feet beneath a Harpy Eagle’s nest for more than an hour when it started rain but yet they were not ready to leave. “We’re not ready to dip on the Harpy” they said, meaning miss the chance to see a rare bird. The nest appeared empty, but the more the guide Gary talked about seeing the adult female and juvenile Harpies at the nest two days ago, the more the group wanted to wait.Part of the group bird watching on the Essequibo River, near the Iwokrama River Lodge (Kirk Smock)So everyone stood at the base of the tree for two hours –half of it in pouring rain – staring at an impressive (albeit empty) nest, because the Harpy Eagle is a rare ‘mega-find’ that everyone wanted to see.For 11 days in March, this group of bird watching tour operators, journalists, and photographers from North America and the UK poked around Guyana’s rainforests and savannahs in search of birds, mammals, and local culture on a tourism product familiarization (fam) trip organized by the Guyana Sustainable Tourism Initiative(GSTI), a joint project of the Guyana Tourism Authority (GTA) and the United States Agency for International Development / Guyana Trade and Investment Support (USAID/GTIS) project.Reflecting on the journey, owner and founder of Nature Travel Specialists, Andrew Haffenden said, “I felt that all the places and guides are making an exceptional and personal effort to preserve and promote Guyana’s nature and people, which forms a very solid base.I’m sure the others [on the fam] agree that few places we visit have the same effect in this way as Guyana, and it’s quite refreshing and encouraging. In turn, it makes others,2018 World Cup Russia Jerseys, such as our group; want to assist all they can.”The fam trips have been a key part of the GSTI strategy to market and promote Guyana on the international stage. There are many beneficial results to providing a first-hand experience of Guyana to tour operators and media, including increased international recognition and a growing number of visitor arrivals. As Mr. Haffenden noted, it also allows local tourism suppliers to receive constructive feedback from experts who sell and promote trips around the world. The participants on this fam provided many excellent recommendations that will help improve Guyana’s tourism products for additional markets beyond birding, including community-based, general nature, conservation based, research-based, adventure, and educational tourism. The GSTI will be working with Guyana’s tourism suppliers to increase and improve guide training, product development, transportation logistics, and ecotourism standards. With no Harpy Eagles in sight on the group’s first attempt, they finally agreed to leave the forest after hearing of a different active nest near Rewa village, another stop on the itinerary that included Georgetown, Iwokrama River Lodge, Atta Rainforest Lodge and Iwokrama Canopy Walkway, Surama Eco-Lodge, Rock View Lodge, Karanambu Ranch, Lethem and Kaieteur Falls. Two schoolchildren at Rewa village sing a song about the areaThe birding was fantastic throughout – by the end of the trip the group had identified nearly 360 different species of birds (including the Harpy Eagle near Rewa). GeneralManager of Andean Birding, Charlie Vogt, has birded extensively in South America but still managed to add 65 new species (or ‘lifers’ in birding lingo) to his list – a “significant” achievement.Mr. Vogt said that he “was blown away by the vast pristine rainforests [in Guyana],” adding that he “can’t wait to sell this tour and have another chance to return to this magical place.”Due credit for the magic goes to the appearance of the day-glow orange Guianan Cock-of-the-Rock at Kaieteur Falls and Iwokrama, and the bizarre mooing and Dracula like poses of the Capuchin bird. And magic or not, various Macaws, Toucans, Woodpeckers, and Hawks lit up the group’s ‘bins’ (because ‘binoculars’ is too long) so often the birders began calling them ‘Trash Birds’ (‘TBs’ for short), or locally common birds. It sounds bad, but the birding experts said having Macaws and Toucans as trash birds is a good thing.Every now and then, the birders even managed to get excited over some non-feathered species like Kinkajou, Red-rumped Agouti, Tyra, Capybara, Giant River Otter, Black Caiman, and Red Howler, Spider, Capuchin, and Squirrel Monkeys. The Jaguar remained elusive but the guides did manage to find very fresh tracks – bins not even necessary. Cultural presentations at Rewa and Surama villages also made a big impact on the group. When asked to list Guyana’s strengths in tourism, Pelin Karaca of Holbrook Travel said, “Birds, pristine rainforest, and community tourism potential.” About the community-run ecolodges at Rewa, Ms. Karaca said,

– 63 per cent rise in blackouts in 2011By Leon SuseranBerbice recorded 247 blackouts last year, the most ever for the past three years and a 63 per cent rise from the 2011 total.?In 2011,Nike Atlanta Hawks Authentic Jerseys, there were 157 blackouts compared to 222 in 2010, a reduction of 65 power outages last year in the Berbice area. The electricity situation in Guyana has been getting worse over recent times resulting in Guyanese experiencing various periods in the year of severe power outages. These ‘blackout periods’ are often met with numerous excuses by officials of the Guyana Power and Light Inc; 2012 was no exception.A period of electricity delivery usually follows an electricity crisis, but the situation usually returns to a poor state not too long after. In Berbice, the worst months for blackouts were May and November. In May,Kevin Love Jersey, there were 34 blackouts while there were 30 in November. In August, when there was a power crisis which saw 20 blackouts,Deion Sanders Falcons Jersey UK, GPL informed Berbicians of annual maintenance works on two of its main transmission lines (from Onverwagt in the West to Canefield and the other from Canefield to Number 53 Village). Problems were being encountered with a transformer at the company’s main power station in Berbice, the Canefield Power Station.By July,Cheap Nike Arizona Cardinals Jerseys Free Shipping, there were already 160 blackouts for the year, compared to 89 during the same period in 2011.The next crisis came in November,Blank Arsenal Jersey UK, which saw 30 power outages. Berbicians were asked by the company to bear with the outages for four weeks into December due to a damaged 69kV transformer at the Canefield station. This transformer was said to be the crucial component in the Berbice Interconnected system whereby power can be shared amongst the three power sources in the Berbice area: Skeldon Sugar factory, Onverwagt and Canefield Power Stations. The stations, as a result of the damaged transformer, were no longer inter-linked and therefore,Bradley Chubb Jersey, could not have shared or transferred power to each other. But perhaps no other area suffered more power outages than the Upper Corentyne area. The situation became worse in November when rolling blackouts hit the heavily- populated area. The generating equipment at the Skeldon Sugar Factory was reported to have been down for maintenance. Letter writers sharpened their pens and wrote several letters to the press about the disgusting situation. Not too long after, GPL denied that Skeldon was out of operation, however, the facts of long hours of blackouts, before and after the GPL statement was issued, proved otherwise. GPL’s Chief Executive Officer Bharat Dindyal and GPL’S Technical Director, in November, visited the Skeldon Co- Gen Plant.MONTH?? ?2010?? ?2011?? ?2012January?? ?24?? ?11?? ?20February?? ?18?? ?15?? ?24March?? ?22?? ?11?? ?24April?? ?10?? ?10?? ?18May?? ?20?? ?17?? ?34June?? ?19?? ?32?? ?17July?? ?16?? ?2?? ?23August?? ?26?? ?5?? ?20September?? ?19?? ?14?? ?13October?? ?17?? ?16?? ?20November?? ?24?? ?7?? ?30December?? ?9?? ?17?? ?4

St. Kitts (SKNVibes) – The government of Guyana has recently implemented a system for Guyanese living outside of that country to apply for the CARICOM machine-readable passports through its Embassies,http://www.theworldsoccersshop.com/Argentina-Facundo-Roncaglia-Jersey.html, High Commissions and Consulates.Speaking with SKNVibes, Guyana’s Honorary Consul to St. Kitts and Nevis, Stanford Conway said that the new system took effect fromGuyana’s Honorary Consul to St. Kitts and Nevis, Stanford Conwaylate February this year and is a relief to Guyanese living abroad, taking into consideration the time reduction to apply in Guyana and the cost of getting there.“In the past, in order for one to obtain a CARICOM machine-readable passport, one had to travel to Georgetown and join long lines at the Passport Office in Eve Leary, and that was very time-consuming. Also, the exorbitant airfare demanded by LIAT has been putting a strain on the pockets of Guyanese residing in St. Kitts and Nevis as well as those on the neighbouring islands. However, with this new system, not only will applicants be able to save on airfare, but also on transportation in getting from where they will be staying in Guyana to the Passport Office. One must remember that most Guyanese who reside in the Federation are from Berbice, which is more than 65 miles from Georgetown.”Conway also said that in late October last, a representative from Guyana Passport Office was in St. Kitts and had processed hundreds of applications. “However, in its wisdom, the Guyana government decided to fast-track the process by allowing its Consulate to process the applications,” he added. He also said that apart from those CARICOM territories within which Guyana has Consulates,Authentic Arizona Cardinals Jersey, he was granted permission by Guyana’s Director-General of the Ministry of Foreign Affairs to function in others.Explaining how the process works,Anthony Steen Dolphins Jersey, Conway said, “Anyone applying for a passport must produce the one they were previously issued with,Jae Crowder Jersey, one passport-size photograph and a completed application form. In the case of an applicant under 18 years,Cheap MLB Jerseys, he/she must be accompanied by their parents. In the absence of one of the parents,Deion Sanders Falcons Jersey UK, consent must be given by the other parent in the form of a notarised affidavit. If the child is under guardianship, the guardian must produce documents to prove its legality.”Conway said that the preliminary process can be completed within minutes but the applicant has to wait for a further five to six weeks to receive their passport, which he noted costs some EC$300.He however declared that processing applications for Guyanese outside of St. Kitts and Nevis would cost more because of travel and accommodation arrangements to those islands. The Consul stated that children born to Guyanese outside of Guyana could also be issued with passports of that country, but the children must first be registered and issued with a Guyana birth certificate. This process, he added, can be done by him.

The recent announcement by Cabinet Secretary Dr Roger Luncheon that public servants would not be receiving a salary increase this year is not in conformity with any agreement with public sector unions, according to President of the Guyana Public Service Union (GPSU),World Baseball Classic Jerseys 2017, Patrick Yarde. His comments were contained in a letter sent to Minister of Finance, Dr Ashni Singh. The same correspondence was carbon copied to President Bharrat Jagdeo; Minister responsible for the Public Service Ministry,Bryan Bickell Jersey, Dr Jennifer Westford; Permanent Secretary of the Office of the President, Dr Nanda Gopaul; and to Dr Luncheon. The letter, dated December 15, 2008, stated that,Kyrie Irving Jersey, “The Guyana Public Service Union expresses its concern about the statement released by Dr Roger Luncheon…in relation to the non-remuneration of salary increases for public workers.“In his statement Dr Luncheon had declared that ‘public servants would not be receiving any year-end salary increases and retroactive payment for 2008, as they did in previous years.“The Cabinet Secretary had stated that ‘those payments had been negotiated with the unions and that the life of that agreement had ended’.”But, according to Yarde, the GPSU has had no such agreement with the Government. He noted that the union completely rejects the Government’s position as articulated by Dr Luncheon, as well as his assertion that it is in conformity with an agreement with the public sector unions.According to Yarde, Parliament’s approval of levels of remuneration which are considered sufficient for the public workers to enjoy a reasonable existence is a gross misrepresentation of reality.“This has resulted in Guyana’s public servants being driven further into abject poverty, with an estimated 80 per cent of them existing below the poverty line.? The payment of increases in salary well below the rate of inflation has resulted in a decline in the purchasing power of the public workers…,” Yarde’s letter stated. It was noted, too, that the GPSU considers the state of affairs to be unsatisfactory, unconscionable, uncaring and unfair to public workers, and therefore it (the GPSU) demands that the matter be addressed, the letter stressed.“The GPSU demands that you (Dr Singh) address the short payment to public workers below the inflation rate, and rectify it as an interim measure while we continue with the Government of Guyana’s adherence to the process of collective bargaining, as provided by the International Labour Organization Convention Numbers 37, 98 and 151 as ratified by the Parliament of Guyana.”It was also recommended in the letter that Dr Singh propose a supplementary estimate to facilitate the payment of remuneration to public workers before the end of this year, in order to remedy short payments.Meanwhile, the GPSU,Paul Kariya Ducks Throwback Jersey, in a release issued yesterday,Bobby Doerr Jersey, also expressed concern at the number of persons who are appointed to act in important public offices, such as the posts of Commissioner of Police, Chief Education Officer, and Commissioner of the Guyana Geology and Mines Commission. The occupants of these posts have been acting in these positions for inordinately long periods; and in the considered opinion of the public and the union, are fully qualified to be appointed to the substantive positions.“The negative consequences of this state of affairs are well known.? It is difficult for persons in such positions to demonstrate the degree of independence and professionalism they are expected to exhibit in the execution of their public duties, and in their dealings with the public and those who have some say or influence over their career prospects.”According to the release,Cheap Arizona Diamondbacks Hoodies, it is therefore understandable that there is a high degree of skepticism in the society that the Government is hesitant and reluctant to appoint persons of professional and independent status to a number of public offices. It was further noted that there is a tendency to favour those who are politically affiliated or sympathetic to the Government.“This cannot be in the interest of the public. It is contrary to the expectation which was associated with the establishment of independent commissions and boards charged with the appointment, promotion, discipline and transfer of such personnel,” the release added. As a result, the General Council of the Guyana Pu
