By Abena RockcliffeFinancial analysts are questioning why the National Industrial and Commercial Investments Limited (NICIL) consented to an agreement that forces Guyana to petition a United Kingdom (UK) court to resolve financial issues.As it is, Guyana’s options in trying to recover the outstanding US$5M from Datang Telecom Technology and Industry Group are limited. Datang owes Guyana this sum from the sale of Government’s 20 percent shares in the Guyana Telephone and Telegraph (GTT) Company.To recover this money Guyana finds itself in a begging position.Up to recently, no known actions were actively being taken to recover the sums owed. This is despite the fact that the payment is long overdue.Head of NICIL, Winston Brassington, failed to get the Chinese company to settle its debt. They should not want the embarrassment associated with nonpayment.”The Minister said that he has undertaken the task to speak to the Ambassador.Asked if the new board of NICIL has been able to verify that the sale to Datang was above board Harmon said, “We know it was a sale. I do not know if it was fully above board but it was a sale. I know this based on the documents seen at the board level of NICIL. Those documents showed that it was in fact a sale.”Despite the fact that Datang owes this sum, it continues to receive handsome dividends from GT&T.Before Government sold its shares to NICL, it was receiving from GTT, a consistent annual dividend of about US$2.5M,Wholesale Jerseys China, making it the most successful investment ever undertaken by any administration in this country.When asked if Datang has been receiving the dividends that the Guyana government used to pocket, GT&T’s CEO Justin Nedd asked, “Why do you say that it is US$2.5M?” The suggestion is that the dividends could possibly be more, given the expanded GTT operations.He said that the certificate which represents the transfer of shares has been presented to GTT. He said that is all of GTT’s business; the rest is between Datang and NICIL.? Nedd said that GTT needs not concern itself in getting to know whether government has been paid or not.The GTT shares were sold by NICIL to Datang for US$30M.
