Miller hasn't played since tearing ligaments in his right knee last December against Cincinnati. Miller returned to practice this week and the Steelers hope his presence will help them snap out of an 0-2 start.
Pittsburgh rookie RB Le'Veon Bell will miss his third straight game due to a sprained right foot. Starting CB Cortez Allen is also out with an ankle injury. WR Derek Moye, who has one of Pittsburgh's two touchdowns this season,Ed Reed Jersey, is also inactive.
