– Dr CummingsBy Sharmain CornetteThe University of Guyana, Turkeyen Campus, is poised to break phenomenal ground with the introduction of a Bachelor of Science Degree in Optometry. This disclosure was made by Dean of the Faculty of Health Sciences, Dr Emanuel Cummings, during an exclusive interview with this newspaper. He revealed that the programme which is scheduled to commence in September is the first ever to be offered in the Caribbean.Dean of the Faculty of Health Sciences, Dr Emanuel CummingsSupport for this promising initiative has been forthcoming from agencies the likes of Guyana Eye Care and the Caribbean Society for the Blind, Dr Cummings stated.? He added “lots of funding will be coming from these organisations to help with infrastructure in terms of new classroom spaces, a laboratory for optometry and even new offices to support the programme.”The new programme is currently being perused by the University’s Academic Board and is expected to be approved shortly, according to Dr Cummings. Once approved, the Optometry programme will be advertised along with the regular university pursuits. And the applicants for this programme will be drawn from the same pool as those who pursue courses in the Faculty of Health Sciences, Dr Cummings said. This programme, the Dean noted, is coming at a time when a lot of emphasis is being placed on eye care. Over the past few years, Government through its collaboration with the Cuban government had commenced Mission Miracle which facilitated the screening of the eyes of more than 90,000 Guyanese over a two-year period. A total of 6,000 were identified for eye surgery in Cuba. However, Government in its quest to afford citizens a more equitable health service had decided to construct a state-of-the-art Ophthalmology Centre at Port Mourant,Wholesale China Jerseys, Berbice. The national facility was commissioned last July.More than 11,000 patients have been able to access the service of the Centre as at the end of last year. Of those seen, about 989 received corrective surgery for various eye problems including cataract. Just under 170 cases of cataract were operated on,Supply NFL Jerseys Factory, according to Minister within the Health Ministry, Dr Bheri Ramsaran. The national facility is currently manned by about 28 staffers including specialist Cuban doctors who are filling the gap until local doctors are able to complete training in the area of eye care. And since it is anticipated that a maximum of 10,000 operations could be possible in a single year, Dr Ramsaran said that there is the likelihood that Guyana will lend its capacity to other Caricom countries and Guyanese in the Diaspora. With the advent of the centre, Dr Cummings said that “we have decided to train persons in optometry. These optometrists, once graduated will be able to serve in the field of optometry throughout the length and breadth of Guyana. They will be able to address quite a lot of cases, primarily those that would have been previously detected by ophthalmology.”In essence, the programme will serve to add a new line of professionals to the Ministry of Health’s delivery of health care. And there is not the likelihood that there will be a shortage of applicants for this programme,Andrew Franks Dolphins Jersey, as according to Dr Cummings, persons from the Caribbean are expected to apply among other students who are likely to transfer from other programmes to that of Optometry. The Faculty, Dr Cummings said,Cheap NFL Jerseys Authentic, is indeed excited to be a part of the venture which comes as part of Government’s policy to improve the health care system. The Health Sciences Faculty has been working very closely with the Health Ministry, Dr Cummings explained,Jerseys Cheap Wholesale, to design the programme so that it coincides with Government’s plan.? He acknowledged that the onus is currently on the Faculty to help train some of the requisite health professionals to staff the several health care facilities that have been built across the country. And even as training progresses, Dr Cummings is optimistic that the university will gain from significant assistance in terms of infrastructural upgrades.

By Leonard GildarieAt the time of writing on Friday evening, unofficial figures were indicating a worrisome scenario – less than 50 percent turnout at the first Local Government Elections in more than two decades.I visited,Cheap NFL Jerseys China, as part of my duties, several polling stations in the Diamond and Grove area, on the East Bank of Demerara. It was the same story. Voters were trickling in slowly. It was a poor turnout. Those preliminary figures would contrast sharply with last year’s turnout for the May 2015 elections when it was 72 percent. At several of the places on the East Bank of Demerara, at around 12:00 hrs, officials were reporting at around 30 percent turnout.Whichever way the pundits analyse the official figures when they become available,Cheap Authentic Jerseys, there are a few things that can be deduced. The importance of local government and its importance in the entire structure of governance in Guyana have not taken root. The US, UK, Canada and European Union (EU) missions here have been pushing heavily for elections. It was a major issue in the lead-up to the last elections.Local Government Elections were delayed since the mid-1990s after an agreement was reached between the then Government and Opposition to have reforms. For various reasons,Cheap NFL Jerseys China Wholesale, the reformation process and new legislation faced numerous delays with key legislation only passed last year.Last year also, the new David Granger-led Government insisted on handing more power to elected local government officials. It was the intention to create what is called cohesive communities with more autonomy for the officials. What I found interesting and in keeping with what prevails in developed countries, was the idea that these officials would have been left with the authority to make major decisions, like for projects,Cheap NFL Jerseys China, and maybe new ways to raise revenues. It would have taken away the dependence of NDCs and Town Councils on Central Government for money. At least that is my understanding. It all sounds ambitious on paper,Cheap Soccer Jerseys, with the potential of being a game-changer on how Guyana does its business across the country. The problem is that citizens did not fully understand the implications of not voting. Was it poor voter education? Was Guyana tired after last year’s grueling early general elections which handed the coalition victory of a mere 4,506 votes? The apathy shown by voters should be a wake-up call for both Government and the Opposition. I have said it before and will say it again. The majority of the voters – I am being told about 60 percent- are under 35 years. Many of them will tell you that they don’t care about Forbes Burnham or Cheddi Jagan.I have travelled across the country, engaging citizens from all walks of life. People are interested in jobs, homes, cars, good roads, less crime and better schools. The rice farmer will complain about poor drainage and irrigation, and point fingers at a well-connected farmer who is selfishly blocking waterways to benefit his lands, at the expense of his neighbours. So yes, what we saw Friday should be a lesson. For me, people are tired and don’t care.We need to change that feeling. This country is ours.GECOM had disclosed before last Friday’s polls that more than 150 constituencies were without opposition candidates. We have to find ways to create more interest in our communities, in the decisions made by our leaders. Many of the old guard will return. There must be changes, especially in the running of our city and towns. Issues like garbage and drainage and zoning will all have to be given priority.I think citizens will have to prepare for an across-the-board increase in rates and taxes. Money will be hard to come by, and NDCs and Town Councils will have to find the resources from somewhere in their new dispensation to run the communities in their charge. All in all, I do believe that one valuable lesson can be learnt from May 11, 2015 and March 18th, 2016—don’t ever underestimate or take the voting public for granted.

Colonial Life Insurance Company (CLICO) Guyana has commenced making payments to claims that were made prior to the Judicial Management on February 25,Cheap NFL Football Jerseys, last. Some 1,Wholesale Jerseys,197 cheques to the value of $576M were not cashed and there were some $2 million in stale-dated cheques in the hands of clients. On March 12, Judicial Manager Maria van Beek told the press that these cheques would have to be reassessed, at the end of which CLICO would reissue cheques for claims pertaining to health, fire and motor vehicles. This has begun. $1M has already been paid ever since the decision to pay policy holders on Monday.Judicial Manager, Maria van Beek in her update on the company recently stated that claims related to life and pension contracts would not be paid at this time, as the assets backing these claims are still being assessed and may be subject to litigation.Since van Beek’s takeover, Nizam Ali and Company has been contracted to assist her.? Prescience Insurance Consultants and Actuaries based in Toronto, Canada, has also been contracted to provide an assessment of the company’s long-term insurance liabilities.“Our information thus far indicates that the company has 14,990 insurance policies.”Ms van Beek explained yesterday that no new business has been written by the company since February 25 last.Alliance For Change Leader,Cheap Adidas Hockey Jerseys, Raphael Trotman, during a press briefing, yesterday, said that the pain and agony caused by greed, corruption, and mismanagement continue to be felt by hundreds as the full impact of the CLICO debacle unfolds. He added that despite assurances that Government’s actions were being taken in the best interest of the workers and policy holders of CLICO, persons are losing their jobs and remain without salary since January. The AFC leader said that the judicial management process to date has not been reassuring as to the fate of thousands of persons whose pension,Wholesale Adidas NHL Jerseys, health schemes and other investments are caught in this trap.“The AFC empathises with all those who are in jeopardy and will continue to monitor the situation closely and render assistance wherever and whenever necessary.“As it relates to the daily loss of money at the National Insurance Scheme, we simply call on the Chairman of the Board,China Jerseys NFL, Dr. Roger Luncheon to do less talking and to get about retrieving the billions that he allowed to leave these shores in a failed investment.”He said that it was amazing that Dr Luncheon is still insisting, after overseeing this catastrophe, that it was a good and lucrative investment.“How much more preposterous and outrageous can he get…Dr. Luncheon should heed his own advice and do the decent and honorable thing by resigning as the Chairman of the NIS Board.”

The Commonwealth Secretariat does not impose democratic principles on member states. However, the grouping encourages the adoption and the internalization of good governance practices by its member countries.Commonwealth Secretary General Kamalesh Sharma This is according to Commonwealth Secretary General, Kamalesh Sharma, who is in Guyana as a guest of the CARICOM Heads of Government, who are scheduled to commence their annual summit today. In an interview with this newspaper last evening, the Commonwealth Secretary General stated that this position enables member states to become a strategic partner with the Secretariat.“If they want to do judicial legislation, if they want to build up Human Rights Commissions, want to build up their Election Commissions, want to hold elections in a transparent way, whatever it is they want, the important part is that if they want to walk the walk, we walk the walk with them,” the Secretary General said.He noted the Commonwealth has been building upon a 1990 declaration, which represented a balanced position of the organization.According to Secretary General Sharma, one of the principles adopted by the Commonwealth speaks to the fact that democracy does not mean just resorting to national elections but internalising the democratic practice and culture in a society, by various ways,China Jerseys NFL, including practicing democracy at the grass root and intermediate levels.“It can be said that what we have done in terms of value-setting, because of our membership being from all parts of the world, it has been possible for these members to play a role in having their regions adopt it and accept it and live by it and do this benchmarking, whether it is this region or in Africa,Alexis Sanchez Arsenal Jersey UK, Asia or in the pacific,Wholesale NBA Jerseys,” the Commonwealth Secretary General said, adding that the Commonwealth Secretariat is a value based organization. On the question of sanctions, the Secretary General said that it is not the policy of the Commonwealth to take such a route. However, the body did play an integral role in the dismantling of the apartheid system in South Africa. In the case of Zimbabwe which on its own, wholesale nfl jerseys, severed ties with the Commonwealth, the Secretary General said that the consistent negative reports the Commonwealth Observer Group gave of the recent elections there, put a lot of pressure on the Mugabe Government.“They knew that they would be answerable to that. So you could see the Commonwealth values working,” the Secretary General said.He disclosed that on eight occasions,http://www.theworldsoccersshop.com/Argentina-Lionel-Messi-Jersey.html, the body suspended member states for various reasons. However on six occasions these states have been able to rejoin the Commonwealth in keeping with Commonwealth values.“We just don’t apply sanctions as you say. That’s not the political culture of the Commonwealth. The Commonwealth recognizes transgressions of fundamental values when the members see it. But at the same time it enjoins the Secretary General to keep on working to see that…democratic constitutionalism is restored.”Secretary General Sharma said that the two examples of this are Fiji, which is on the immediate agenda of the secretariat, and Zimbabwe which chose not to be a member.

“Invariably people say I am too hard…you see there is a right way and a wrong way to do things and the right way doesn’t have a shortcut; the wrong way will always have shortcuts. I become a bit impatient and erratic when things are not done well, so I always strive to see things done the correct way.”By Sharmain GraingerNovember 6 was several years ago set aside to commemorate Malaria Day in the Americas.Keith Moore is a ‘Special Person’The intent of this day is to promote awareness and recognise efforts that have been made and those that are still being made to reduce the prevalence of malaria – a mosquito-borne infectious disease.Malaria is deemed by many heath sectors in the Americas, Guyana’s included, as perhaps the vilest of mosquito-transmitted diseases, since it has the potential of claiming an untold amount of lives if left unattended. The World Health Organisation (WHO) has long established that malaria is a life-threatening disease caused by parasites that are transmitted to people through the bites of infected female Anopheles mosquitoes. But the early symptoms of the disease such as fever, headache, chills and vomiting could be mild, and therefore at times difficult to recognise, even by health workers trained to do so.Based on information from the WHO, in 2015 there were 95 countries and territories that had ongoing malaria transmission, thus resulting in a situation whereby 3.2 billion people – almost half of the world’s population – were at risk of malaria. If not treated within 24 hours, Plasmodium Falciparum or P. Falciparum, one of the known parasites that cause malaria in human beings, can progress to severe illness often leading to death. But malaria is very preventable and curable, according to the WHO.Moreover, the local health sector has not left this disease to roam rampant. In fact, measures are continually being derived to improve the malaria fight. But the number of cases being reported today by the Vector Control Services Unit of the Ministry of Public Health is still far too many. However, Guyana will be well on its way to true success in the malaria fight when endemic areas – Regions One, Seven, Eight, Nine, and to a lesser extent 10 – report no more than 30 cases per month.Contemplating his next move in the fight against the deadly scourge. This is the hope of someone who has been in the forefront of the malaria fight for many years – Mr. Keith Moore.According to Moore,Cheap Authentic Jerseys, currently cases are reported in the thousands.Although Moore was a mere young man with an unclear plan for his future when he first joined the Health Ministry’s malaria programme many years ago, today he is a septuagenarian with vast experience and immense hope that Guyana will one day be able to eradicate malaria altogether. It is not at all surprising that because of his in-depth knowledge of combating the disease, the health sector is even today seeking after his expertise. In fact it is for this very reason that Moore is being recognised as a ‘Special Person’ on an auspicious day set aside to recognise the gains made in the fight against malaria.EARLY LIFEBut he had no idea life would have taken him down this path.Keith Moore was born and raised in New Amsterdam, Berbice,Cheap Jerseys Wholesale, to parents Paul AlbertRaising awareness about malaria.Britton and Elsie Rita Moore on February 8, 1944. He was the eldest of three children and remembers vividly his mother being a nurse at the Berbice Hospital and his father a Police Sergeant, who was later elevated to the position of Deputy Commissioner. His early schooling days were at the All Saints Anglican School, where he wrote the Government County Scholarship Examination and qualified for a place at the Berbice Educational Institute. On completion of school, he embraced the idea of securing a Government job, but found that was near impossible since he hadn’t yet attained the then required age of 21.Moore had to resort to a job as a checker on the Berbice wharf which his uncle, a Harbour Master at the Berbice Transport and Harbours Department, was able to secure for him. It was there he remained until about the age of 20 when he opted to travel to Linden for work. Moore recalled that in those days there were lots of jobs there. But venturing to Linden was short-lived because of disturbances that started to occur. He remembered houses being torched and people being killed. In fact, the explosion of the Son Chapman (a river vessel that plied the Demerara River), a tragedy that claimed the lives of 43 people, will never escape his mind. Life in Linden simply wasn’t for him and so he headed back to Berbice.MALARIA WORKIn the company of other malaria workers. However, at the age of 21 he again dared to leave the serenity of the Ancient County and this time headed to the capital city of Georgetown to pursue employment. His options were the Gu
